Announcement of a pilot project to utilize renewable energy outside of the Zero Energy Building (ZEB) site.
To promote the expansion of zero-energy buildings (ZEBs), we hereby announce the "ZEB Land-Off-Site Renewable Energy Utilization Pilot Project" to establish a renewable energy alternative certification method.
December 23, 2025
Chairman of the Korea Energy Agency
1. Business purpose
Although obligations are being strengthened according to the ZEB roadmap, the possibility of utilizing off-site renewable energy for buildings that have difficulty securing energy self-sufficiency through on-site renewable energy is being reviewed, thereby contributing to the spread of ZEB by increasing institutional acceptability.
2. Business Overview
ㅇ (Target) Buildings where it is difficult to achieve ZEB performance by simply installing renewable energy facilities on the site.
All buildings are eligible, including those that have difficulty achieving mandatory performance standards (e.g., a 40% self-sufficiency rate) or those that wish to apply for voluntary certification. Eligibility will be determined based on separate selection criteria.
(Business period) January 26.1 - December 27.12
- Renewable energy procurement obligations must be met by December 31, 2027 to address the shortage of renewable energy.
* However, if the certainty of the renewable energy procurement plan is acknowledged, the shortfall will be fulfilled within the business period by December 27.12.
The remaining shortfall can be assessed through implementation plans, etc.
ㅇ (Selection scale) 3 locations (1 location to be selected for each procurement method)
- The target buildings can be adjusted by evaluating the necessity of applying the pilot project, etc., and if the evaluation results show that there are no buildings suitable for the pilot project,
May not be selected
ㅇ (Procurement Method) Select at least one method of procuring renewable energy other than land.
1) Installation of remote power generation facilities 2) Power Purchase Agreement (PPA) 3) Green Premium Purchase
ㅇ (Procurement scale) The principle is to install renewable energy facilities within the building as much as possible and to procure any shortfall from renewable energy sources outside the building.
